Project Overview
The Human Resources Portal Project is one of five “demonstration projects” designed to showcase the value of the Nutmeg Network and encourage secure, on-network sharing of software and IT services. The Portal will provide an on-line resource for local governments featuring classification and compensation information and other human resources tools and templates and will focus on leveraging best practices and automating HR processes in support of increasing operating efficiencies at the local level.
The funds provide for: the initial design/construction of the web-based portal; the purchase of off-the-shelf or custom bolt-on tools to automate various HR processes; retention of professional HR consulting services; Data Center hosting fees; and project management costs.
During the pilot project phase, areas developed for the Portal will include:

Municipal Salary Survey
CRCOG has partnered with the Connecticut Conference of Municipalities (CCM) to rollout a robust, on-line salary survey database and reporting tool. The Connecticut Center for Advanced Technology (CCAT), CRCOG’s strategic IT partner, designed the new user-friendly system with input from CRCOG and CCM staff as well as a steering committee comprised of HR personnel from the nine pilot towns. Communities must register at CTMunicipalData.org to access the survey tool. Extensive reporting functionality will be available in late fall that will allow towns to retrieve statewide data and to benchmark themselves against abutting or peer municipalities.
